What must NASA decide in order to bring its astronauts home?

NASA has a critical call to make on how best to bring astronauts Barry Wilmore and Sunita Williams home. Can their Boeing Starliner capsule be fixed, or will they have to hitch a ride on a SpaceX module in February?
