Every tier change announced by Matt Hancock today as areas move to 3 and 4

Liverpool, Rutland, all Yorkshire and Humber, Worcestershire, Herefordshire, Shropshire, Telford and Wrekin, large parts of South West including Cornwall will be in tier three.
