If an election is ruled out, then what course of action could NI Secretary take?

It appears Prime Minister Rishi Sunak stepped in and vetoed Chris Heaton-Harris’ plans to call an election last Friday. It is also speculated that this happened after the newly-appointed PM took advice from former Secretary of State Julian Smith.
