Locals plead 'just provide free parking' as tail-gating hack forces council to scrap pay-on-exit system

Cornwall Council said the decision to switch from pay-on-exit to pay-and-display at three car parks in Truro was made partly because drivers were forcing their way out without paying by tailgating the vehicle in front of them.
