Gloucester MP at odds with predecessor over bid to split county in 'rich and poor' councils

Labour MP Alex McIntyre said the devolution debate turning into a discussion about 'rich and poor' areas is 'really disappointing' but ex-MP Richard Graham fears a split would be disastrous.
