Gloucestershire council candidate suggests 'radical plan' to 'annex' Herefordshire town

A Forest of Dean candidate is suggesting 'the annexation of Ross-on-Wye' as the only way to avoid a new garden town near Gloucesetr but Herefordshire civic chiefs say it's a 'non-starter'.
