The Schulyer Town Board voted to create a new water district, which will bring water from Hinckley reservoir to homes on Graham, Brown and Newport roads and Sky View Lane.

This project -- not related to the regional water line in east schuyler and herkimer county -- is controversial for property owners within the district.

News channel 2's caitlin irla tells us why.

The schulyer town board voted to create a water district, which would bring water from hinckley reservoir to homes on graham, brown and newport roads and sky view lane.

The town has been awarded over two million dollars in state grant funding and a u.s. department of agriculture loan to help with the cost of the 4 million dollar project.

The annual cost for debt service for each home would be 581 dollars per year, even if they don't connect to the line.

The estimated annual cost for a family of four, including both debt service and water usage, would be 986 dollars.

Water quality and quantity are concerns for some residents in the district.

"we did do a lot of water testing in thearf 25 tests we did, 23 came back bad for quality of water.

Some of the wells had methane, some had colloform and some had e.coli in them."

Others say they have no water problems at all.

"as was expressed by a number of town residents, we don't have problems with water.

And i am sympathetic to people who have problems with their water."

How the district was formed is another issue for property owners.

It was passed by the boardas a permissive referendum... meaning the residents don't vote.

"even though the district is formed, it's technically not over yet.

There is one thing property owners can do to have th ufor af property owners create and sign a petition to submit to the board within 30 days of the information being made public... they would then hold a special election.
