Tonight we are taking a look at proposition 21, the rent control measure.

Prop 21 does not enact rent control state- wide, but allows local governments to do so.

So here's the gist of prop 21.

It expands current state law, allowing cities and counties to place rent controls on properties 15 years or older.

Also, prop 21 would undo the ban on rent control for single-family homes.

But, those who only own one or two homes would be exempt.

Prop 21 also allows local governments to cap rent increases for new renters at 15-percent over the new renter's first three years.

The point, say proponents of prop 21, is to make housing more affordable in california and reduce the homeless population.

But opponents fear new rent controls would lead some landlords to sell the homes which would reduce the supply of rental housing.

So, a yes vote on prop 21 means you want to give local governments the ability to enact rent controls.

A much more extreme version of rent control was rejected by voters two years ago.

The same group behind that failed proposition is now pushing the softer prop 21.

So, a no vote means don't change anything.
