In douglas county tuesday.

Homeless people in roseburg are now allowed to sleep in their vehicles... starting this winter.

However, it comes with some restrictions.

Kezi 9 news reporter evita garza breaks down what the new program looks like... and why some homeless shelters say they won't be participating.

Executive director tim edmondson tells me this is a busy time of year for the roseburg dream center& as theye helping dozens of homeless people prepare for a cold winter.

He says adding more to their plate would be tough& like participating in the city new vehicle camping program.

City staff say the goal is to give homeless people another place to sleep at night& other than a shelter or a warming center.

But theye asking property owners to host these vehicles.

They would only allow three locations in the city&.

With no more than six vehicles a night.

The property owner would need to follow certain guidelines& like providing bathrooms and making sure someone can watch the parked vehicles.?you have to have staff to do that.

I don have that kind of staff.

And, there costs involved?

00:47 evita:?when the pilot program begins, edmondson tells me he worries it will be hard to monitor... especially throughout the night??they need to be careful with the parameters around it& because there could be people who abuse it?

Lynn antis& the executive director of the roseburg rescue mission says he agrees with edmondson.

Other cities have done this, there have been non profits that have done it for a while and have quit because of the complications?

Regardless& edmondson says he hopeful someone will participate.

Some churches have showers& so wel see where it ends up.

But i think it a really good idea?

The program will run until next november.
