Brown unveils COVID-19 'risk level' restrictions to begin when freeze ends

Governor Kate Brown scheduled a press conference for Wednesday afternoon to address Oregon's coronavirus response and new health and safety measures set to take effect once the two-week "freeze" ends.

We're hearing from business owners in eugene.... about how the new restrictions will affect them... kezi nine news reporter connor mccarthy is live at the fifth street market -- to tell us how this will affect restaurants.

Matt and renee-- i spoke with nick larsen who co owns the tap and growler with his wife at fifth street market.

He says he is encouraged by the news he can return his restaurant to outdoor seating.

He says the hardest thing he had to do was lay off employees a week before thanksgiving.

Other people i spoke with off camera at fifth street market say they are happy they can go back to restaurants--even if its outdoors.

Some even say they are willing to brave the cold and rain to support local businesses.

Larsen says he doesn't agree with all of the governor's decision but he feels like this time she listened to the concerns of the restaurant industry.

She definitely balanced what she had to balance and realize we cannot loose all these restaurants, we cannot loose all these services for people and we have to balance that with saving lives.

I think this is a great compromise larsen says now he is able to bring some employees and get them back to work right before the december holidays.

But he says when he took over the business since june-- it's been hard to predict what will happen next.

Business has been better since the shutdown but the two week pause set his business back.

Matt and renee-- there are limitations to outdoor dining.

There's a max capacity of 50 people and only six can be seated at a table.
