Roseburg makes way for warming shelters this winter

Covid-19 vaccine may be on the horizon.

The roseburg city council has made it easier to open emergency homeless shelters when the winter weather hits.

In previous years, city staff says the shelters were not allowed in certain residental areas and specific permits were needed.
