Russia is retreating rapidly from Kyiv and Chernihiv in the north as they change tactics, said Ukrainian presidential advisor Mykhailo Podolyak, who warned they would redeploy troops in the east.
Meanwhile, the Red Cross said they would try once again to get to the besieged port city of Mariupol.
