They are having multiple industries collect different pieces of information which are necessary create one.
For example, they recently forced firearms manufacturers to start collecting one piece of it and now they have credit card companies about to collect another thanks to the International Standards Organization forcing them to.
Which of course Elizabeth Warren is one of the masterminds behind this whole thing.
