Putin Declares a Partial Military Mobilization , for Russian Citizens.
NPR reports that on Sept.
21, Vladimir Putin signed a decree ordering Russians who've had military training to join the war in Ukraine.
Only those citizens will be drafted to military service who are currently in the reserve and first of all those who have served in the army, who have certain professions and have necessary experience, Vladimir Putin, via televised address.
The declaration comes one day after Russia announced plans to annex parts of Ukraine that it controls.

Putin said the "partial mobilization" is necessary since Ukraine continues to gain heavy weaponry from a "collective West" set on "weakening, isolating and destroying Russia.".
He also asserted that Russia would use "all available means" to defend itself, including nukes, assuring that "this is no bluff.".
