The EPA has to post its new regs on the Federal Register and wait for a written response.
They have to answer them.
All of them.
The issue is that most of their rules are vague and do not reveal the true nature of their plan.
Why?
So they can get to the final rule.
That rule is decided by the Secretary.
Not Congress.
Certainly not you.
Not the States.
