It is known as the "Chevron Deference" arising from a case obviously involving Chevron Oil Company.
The Supreme Court ruled decades ago that the Courts must defer to regulatory agencies in matters of law and the regulations they wrote, presumably because they were the "experts" and knew better than the Courts or even the Congress, what the laws really said and meant.
