The Government has admitted that potentially up to 7,000 buildings with unsafe materials remain unidentified.
Under a new Remediation Acceleration Plan, all high-rises over 18m with dangerous cladding will be fixed by 2029.
Buildings over 11m will also be addressed or scheduled by then, with penalties for non-compliance.
Building safety minister, Alex Norris, said the measures fast-track progress, easing "unimaginable pain" for residents.
