Kemi Badenoch has called Starmer's Children's Wellbeing and Schools Bill as an "act of vandalism" during a clash in PMQs.
The Conservative leader claims the bill will cut pay for 20,000 teachers and "definitely" won't benefit children.
Starmer hit back at Badenoch's claims, saying the bill will drive up standards by setting up breakfast clubs, limiting expenses of uniforms and protecting children.
