The culture secretary says it is "devastating" that many young people do not have the skills required to work in creative industries.
Lisa Nandy has announced the launch of the Arts Everywhere Fund, which will invest more than £270 million in creative industries.
She adds that over the last "decade and a half", the government has "recklessly cut funding to things that grow our economy and create good jobs and growth".
