Show open who has ultimate control over the state budget?

That's at the center of the issues pending in the state supreme court.

Governor tate reeves is appealing a county judge's ruling that says his partial veto was unconstitutional.

Courtney ann jackson has the latest from today's oral arguments.

Some cares act money is in limbo because of a lawsuit about how specific the governor's veto of budget bills can be.

The governor partially vetoed house bill 1782---saying he thought money to a closed hospital amounted to a pet project and said he was unfamiliar with another program included.

"pulling out a few things can be like a game of jenga that upsets the whole balance of the structure."

There are short and long term impacts at stake.

Short term---the governor's trying to hold up the money that's subject to review by the federal government until the court hears the case.

On the flip side, the money has to be spent by the end of the year.

Long term---it could set a precedent for veto power in the future.

"it's a civics lesson in our three branches of government.

The legislature passes it.

The governor puts his fingerprints on it, they get in conflict and we turn to the courts to resolve it."

The governor's attorney says the house should've tried to override the veto if they thought it was unconstitutional.

"the legislators thrust this court into what is clearly a political question that requires policy choices and value determinations by the political branches."

The attorney for speaker phillip gunn and speaker pro tempore jason white who sued the governor says the court's previous cases allow this action.

"any time a legislator feels as though his or her vote has undermined by an executive action, fordice provides that that legislator has standing to bring suit."

They argue that the governor could've vetoed the parts of the budget bill designed to go to agencies but say the specific way he did it removed conditions of the spending instead.

The chief justice did not give a timeline on when they plan to rule.

For one oxford family, that nightmare became a reality this past friday.

Public information officer breck jones says around 9:22 p.m., police got a call from the 300 block of christman drive.

The residents there found a camera lens hidden in their bedroom wall.

Officers were able to obtain a search warrant for a neighboring residence.

44-year-old gary morris was arrested for voyeurism, other wise known as a peeping tom.

Morris was given a 10 thousand dollar bond by the lafayette county justice court judge.

39-year-old gary boyles was arrested late last week after an armed six-hour standoff in sturgis.

Investigators say the greenville man crashed his truck into a pond after hitting spike strips.

Boyles was wanted in webster, washington, and sunflower counties at the time of his arrest.

Last month law enforcement in webster and choctaw counties got into a pursuit with boyles before he crashed and ran from a stolen truck.

He was wanted for burglary in webster county.

Now, boyles is facing assault on an officer, felony fleeing, and possession of a weapon by a felon charges in oktibbeha county.

His bond was set at 105 thousand dollars.

Gfx vo columbus police ask for help searching for a person of interest in a deadly shooting.

21-year-old jatavis williams is wanted for questioning.

He's about six feet - two inches tall and weights 170 pounds.

Williams last known address is in columbus.

24-year-old tarcari walker was shot to death near the intersection of 22nd street and 7th avenue north yesterday afternoon.

Police chief fred shelton says investigators believe walker was shot in the street and ran onto the front porch of a nearby home.

Walker died at the scene.

Shelton believes walker and the suspect knew each other, since walker walked up to the jeep and then got into an argument.

Gfx two people are being questioned in a prentiss county homicide.

Here's a look at the scene where deputies found the victim early this morning on county road 50-11.

Sheriff randy tolar says a call came into lee county 911 about the location of a body.

It's been determined the call came from prentiss county, just before 3 am.

A deputy went to the address and found the unidentified victim.

Tolar tells wcbi that booneville police took two people into custody about 9 am.

No formal charges have been filed.

Deputies have not released a cause of death or the victim's name.

The investigation is continuing.

An arrest has been made in connection to an october 11th shooting in west point.

West point police took to their facebook page earlier today to announce that 18- year-old branden stevenson was arrested.

The shooting took place on grove street.

Officers say more arrests are expected to come.

Stevenson is currently being held at the clay county jail on a 100 thousand dollar bond.

A child is killed this morning in a pontotoc county fire.

Pontotoc fire chief lance martin says the fire happened about 8:30 on red circle.

When firefighters arrived the mobile home was fully engulfed in flames.

An adult escaped and pointed firemen to a bedroom where two children were.

Firemen cut a hole in the bedroom and got the kids out.

One died at a local hospital.

The other child is at lebonheur children's hospital.

The state fire marshal is investigating.

No names are being released at this time.

Most people experience intense grief when they lose someone close, but for some they are unable to adapt to the loss as time goes on.

Elise preston has more on what's known as complicated grief.

He was so brave four years after eric's death&stephanie said it felt as though it just happened& every single day.

She was suffering from prolonged grief disorder... or complicated grief& a condition that makes it difficult for a person to function because they experience intense, continued longing, sadness, and preoccupying thoughts of a loved one.

People will feel stuck, actually way forward and they kind of very often they're sort of caught up in some kind of either being afraid of the grief and trying to avoid it all the time dr katherine shear is the director of the center for complicated grief at columbia university.

She's concerned with so many loved ones separated and dying alone during the covid pandemic, we could see more people suffering prolonged grief.

Feeling guilty about not having been with them... angry about not being able to be with them... those kinds of reactions to covid will become derailers if you don't deal with them.

A recent study shows for every person who dies of covid-19, nine family members are left to grieve.

With the death toll climbing, millions are grieving.

Therapists are expecting to see a bereavement pandemic in the coming months.

Stephanie went through a 16 week treatment program at columbia.

I found out you can grieve and live at the same time- you can grieve and move forward at the same time she says she's grateful she can now find joy in her life.
